《海洋问题时评》（第二辑）中文版由中央编译出版社2018年10月出版，社会反响良好。此次拟出版的《海洋问题时评》（第二辑）的英文版，其内容与中文版一致，收录了作者从2014年至2016年间发表在《人民日报》、《中国日报》、《上海法学研究》、《世界知识》、《中国社会科学报》、《东方早报》等报刊内有关海洋问题精选文章的集成。主要从海洋法的视角，结合海洋问题的情势，深入浅出地研究了我国面临的多个重大海洋问题，尤其是东海问题和南海问题。
全书分为“南海安全环境”、“南海仲裁案评析”、“日本研究与中日关系”、“中国海洋政策分析”四个部分。作为时评性的文章，读者也可从中窥得中国海洋问题尤其是东海、南海问题演变的过程。具有比较强的可读性。
