  Divided into eight topics, this book is a collection of 242 excerpts from more than 60 speeches and writings by Xi Jinping dating from the period between November 2012 and June 2018,many ofwhich are being published for the first time.

  First, boosting the economy to provide more job oppor-tunities. Poverty alleviation is not charity. We should guideand encourage all those who have the ability to work for abetter future with their own hands. Some of the poverty-stricken population have the ability to work, with arable landor other resources, but they lack funds, business opportunities,and the required skills. We should encourage them to rely onthe available resources to develop businesses, such as agricul-ture, forestry, animal husbandry, commerce, and tourism. Thepriority of poverty eLimination in these areas should be im-proving work and living conditions, especiaUy infrastructure,such as irrigation and water conservation projects, transport and communications facilities, and public services such as technical training, education and healthcare. With these im-provements, all villages and households should have direct access to better infrastructure and services. We should en-courage farmers in impoverished areas to seek employment or start a business in their own area or other areas, which will effectively add to their income within a short period of time. The governments at both ends of labor transfer should help migrant workers and provide them with more support.
  Second, relocating some of the poverty-stricken population from uninhabitable areas. Some people live in impoverished areas with harsh natural conditions and frequent natural disasters. It is cosdy to provide them with water, power and roads, and very difficult to help them to shake off poverty.For those areas relocation is the only choice. This is a com-plicated and difficult project to be supported by preferen-tial policies and dedication on our part. There has been a similar problem in relocation and resettlement projects ev-erywhere - the poorest of rural households cannot benefit from government subsidies because they do not have the money to pay for their share of the projects. Relocation and resettlement projects should be funded sufficiently from various channels through such means as integrating relevant resources, raising the subsidy standards, reinforcing the link between the increase in land quota for urban construction with the decrease in land quota for rural construction, and providing interest-deducted loans. It is essential to determine the scale and the priorities of relocation, with a clear objec-tive and a feasible schedule. Relocation should be carried out year by year in a planned and organized way. Resettlement sites should be determined according to local capaaty and resources. The best sites would be county seats or central towns and villages not far from their native villages with converuent transport links.
