马怀德，1965年10月生于青海西宁，中国政法大学校长，教授，博士研究生导师，中国政法大学学术委员会主席。兼任中国法学会行政法学研究会会长，中国法学会常务理事，中国监察学会副会长，国务院学位委员会法学评议组召集人等社会职务。毕业于北京大学和中国政法大学，系中国首位行政诉讼法博士。直接参与《国家赔偿法》《行政处罚法》《立法法》《行政许可法》《行政强制法》等多部法律的起草工作。获国家“万人计划”哲学社会科学领军人才、“新世纪百千万人才工程”***人选、“全国十大杰出青年法学家”等荣誉称号。
