吴白乙，法学博士，中国社会科学院拉丁美洲研究所所长，学术委员会主任，研究员，博士生导师，国务院应急管理专家组成员，国务院发展研究中心世界发展研究所、中国国际战略研究基金会、中国改革开放论坛、美国哈佛大学费正清东亚研究中心学术委员、顾问、理事等。
长期研究国际战略问题、危机管理、中国外交，曾主编《共性与差异——中欧伙伴关系评析》《20世纪回顾丛书》（6卷本），并著有《对中国与发展中国家政治关系的再思考》《公共外交：中国外交变革的重要一环》《中国经济外交：与外部接轨的持续转变》《中国在朝鲜半岛：利益与作用》《中国对“炸馆事件”的危机管理》《后冷战国际体系变动与中欧关系》《中国的安全观念及其历史演变》等一批被广泛引用和转载的学术论文。
近期主要著作有《转型中的机遇：中拉合作前景的多视角分析》《中拉合作的历史与战略意义》《中拉能源合作：经验、问题与未来选择》《中国对美欧的认知：构成及其含义》等。目前正在主持中国社会科学院拉丁美洲研究所创新项目《中拉整体合作研究》。

“16+1合作”机制启动以来，中国与中东欧国家政治互信不断加强，各领域合作取得丰硕成果，为中东欧国家带来新的发展机遇。本书汇集了国内外知名专家学者集中分析当下中国-中东欧国家合作的进展和存在的问题。本书分五个部分，每个部分由相关篇目文章组成。分别是中国和中东欧国家的政策对接，中国和中东欧国家贸易、投资和人文交流情况，中国和中东欧国家具体国别的双边合作，中国—中东欧国家地方合作，中国和中东欧国家合作的欧盟因素。
